His father did the same thing, plus a bouffant hairstyle. It seems self consciousness over height runs in the family.
On the other hand, at least Kim Jong-il never had plastic surgery to make himself look more like his father, that’s kind of weird, even for them.

This is what happens when the country is always on the verge of a famine (and suffered an actual famine in the 90's). Same genetics as their wealthy southern brothers, but the constant absence of nutrition made them shorter. Koreans already being a ethnicity on the short side doesn’t help either

It definitely helps build legitimacy. Very young, hardly even seen in public until shortly before his father died, not much time to build up a power base within the party, so it’s crucial that the public see him as the natural and inevitable leader of the nation. Also, Kim il-Sung’s time in power is looked upon nostalgicaly as a golden era for the country, when generous Soviet subsidies prevented famines, so associating himself with that time period has advantages as well.

Of the Kim family? They’ve been running the show for seventy years and before that there was no North Korea, so the whole famine making populations shorter doesn’t apply to them.
